Dear Srinivas,
 
Please check any requirement for minimum available light is there on your specification, exactly I don't remeber but it is mentioned in some international standard also.
If client agrees then I think it will not be an issue. If you are the client, then my suggetion if you don't have proper lighting you cannot identify the millscale traces, which may lead to a corrsion cell.

as far as i know there is no prob to paint at night,make sure that the
steel temp is min 3 degree celsius greater than the dew point and
relative humidity less than 80%(For inborganic Zinc RH can go upto
85%)this detail you can veryfy in SSPC/NACE/BGas, this is the common
requirement of painting & blasting activities
