As per my knowledge,
Day or night is not the constraint for doing blasting and painting, but in general practice First layer of primer should be applied within 4 hours of blasting in day time. Relative Humidity / RH and Dew point play a big role in all the timings. So, consider all the facts and I think night painting / night blasting can be done.
