Basically you have first determine the type of application of job. This will determine if you required to do 15mm v joint with submerged are welding with back gouging and saw welding after turning the job.
1] 15mm possible to weld with SAW process from one side also by giving the backing strip of same metal if the design approves or you can ceramic backing for penetration. No need to turn the job to do back gouging and welding from back.
2] 15mm plate is also possible to weld with root SMAW and fill /cap SAW
so this 2 way you can avoid for turning the job and also reduce the down time for gouging , cleaning and welding time. only this you have to give proper fit up and jigs and fixtures for avoiding distortion.
