Regarding two welders on one joint, It is a requirement in Aramco spec for pipe line, that above 16" dia, two welder has to weld simultaneously in opposite quadrants. So it is not the issue of welding full circumference as it is about production welding, not qualification welding. 
 
In present case two welders, none of them qualified to weld full thickness joint, are welding full thickness. First half thickness including root at half Circumference,than remaining half thickness at opposite half circumference.Even though a welder can weld a joint of higher thickness as long as he is welding thickness for which qualified, still it is not clear to me if the practice as stated above is acceptable to code ASME IX or B31.1

Thanks for the good explanation and I hope all agree with the logical answer.

But here, this case we are talking about Production. Not the Welder Qualification. What mentioned by you is very much applicable to welder qualification to assess their skill. But in Production we are verifying Integrity of the weld and though it might be welded using  more than one welder (as far as all the welders used shall be qualified for the thickness and position).

The topic is really interesting and having twist. If the swapping of welder are allowed as mentioned in the initial mail, fabricators / contractors would be very much happy...

Pls find the attached article , which is clearly says that, the welder has to weld the entire circumference.
 
Though the answer is logical based , but it is acceptable and recognized by AWS Committee.
