Thanks for the good explanation and I hope all agree with the logical answer.

But here, this case we are talking about Production. Not the Welder Qualification. What mentioned by you is very much applicable to welder qualification to assess their skill. But in Production we are verifying Integrity of the weld and though it might be welded using  more than one welder (as far as all the welders used shall be qualified for the thickness and position).

The topic is really interesting and having twist. If the swapping of welder are allowed as mentioned in the initial mail, fabricators / contractors would be very much happy...

This fire has been discussed earlier.
 
Pls find the attached article , which is clearly says that, the welder has to weld the entire circumference.
 
Though the answer is logical based , but it is acceptable and recognized by AWS Committee.
