Yes, you can first make a PDR, get it signed by the AI; after field assembly  complete it all with an MDR using your PDR as a back up, get it signed by the AI. In all respects, this will be the best, eliminating any ambiguities in future by accounting for stage wise fabrication and inspection and certification by the AI..

Use U1 form and get it signed by AI in the place meant for shop inspection.
After field erection and hydrostatic test witnessed by AI, the certificate of field inspection shall be signed by AI.
