ASME B 31.3 has no restriction on such type of longitudinal welds in the same plane. In your case seam staggering is not possible.

FYI, ASME Sec VIII Div I - UW 9 (d) allows this type of situation with radiography of at the intersection with 100 mm length minimum on both side from the center. 

You may propose case accordingly to your client for final acceptance.
