Generaly with soaking time of 1 minute per mm and max of 1 hour at 900 c. We can achieve acceptable UTS of weld of gr 70 plate up to 50 mm thk. However. For higher thk weld it is difficult to achieve UTS in such case better to use consumable having higher Mn

For such case we need to qualify ,
NR + SR. To estblish the result we need to have simulation

normalising temp should be in the range of 880 to 920 degC and soaking time 1/2 hr per inch thk. higher soaking time will result in lowering of weld strength.
