Sometimes when u have to do a Tie in, bolt tightening doesn't  guarantee abscense of leaks because of bolted spools can´t be perfectly fitted, then some clients requieres a leak test prior to comissioning the facility.

Dear Mr.Dilip,
As per B31.1,Section 137.1 - The tightness test is a pressure test as required by code and it shall be done after all NDE and PWHT work finished.The pressure testing of the piping systems is to ensure the leak tightness shall be acceptable for the determination of any leaks in piping sub assemblies.
 
AS per your quiery,i understood that you are doing Initial Service test.But the Initial service test is normally specified by some customer.If your customer specify for Initial service test,please follow,ASME B31.1,Section 137.7.

Dear Friends,

 

We have a situation where we saying the tightening test is a process of bolt tightening only, but the tightness test is the activity to be performed after completion of re-instatement of piping work (after flushing cleaning and before commissioning) by putting the medium (air, water etc.) inside the piping work and perform the leak test for all the mechanical joints.

 

Any advice will be appreciated and if have some supporting documents/code to support above mention understandings.
