This is available in API 570 under definitions of test point as given below:
 
Quote:
 

3.46 test point:

An area defined by a circle having a diameter

not greater than 2 inches (50 mm) for a line diameter not

exceeding 10 inches (250 mm), or not greater than 3 inches

(75 mm) for larger lines. Thickness readings may be averaged

within this area. A test point shall be within a thickness measurement location.
