Not correct – stainless steel SMAW electrodes  -15, -16, -17 are low hydrogen electrodes and are hygroscopic.  Once the hermetically sealed containers are opened, the electrodes must be stored in an oven like other electrodes.  While 300 series materials are resistant to hydrogen assisted cracking, inadequately dried electrodes can result in weld metal porosity.

no need backing for SS electrode or any 30 series but you should have to make sure that electrode should be moisture less.
