I consulted the ASME B31.3 code  "vent hole" for reinforcement and I found this  article 328.5.4 connections ( g ) and ( h ) page 64 edition(publishing) 2008.

 

G) Reinforcing pads and saddles shall have has good made with the parts to which they are attached. In wind hole shall be provided at the side (not at the crotch) of any pad now saddle to reveal leakage in the weld between branch and run and to allow venting during welding and heat treatment. In pad now saddle may be made in more than one piece yew joints golden between pieces have strength equivalent to pad saddle relative(parent) metal, and each piece has yew has wind hole.

H) Examination and any necessary repairs of the completed weld between branch and run sh has pad now saddle.

 

If I apply this article what is that the pneumatic test will be applied or the fluorescent penetration test ?

One thing that remembered that may related to this is, in prevoius project our contractor was doing PWHT for a portion of pipe that reinforced pipe was near it and in that pad there was not tell tale hole or weep hole, and this made finally a blast in that pad, which was very dangerous, just lucky that nobody injured.
