Sec VIII does not address this issue.

With concurrance of our AI we have hydrostatically tested pvs using B7
bolts and carbon blind flanges.

You should have engineer do calcs on blinds or use a blind flange that
is rated for 40 bar (582 psi).

When using carbon blinds you should protect the carbon from water
contamination. We paint the inside of the blinds to remedy this
contamination.
