[MW:7630] ASTM A656 Vs A572 for penstock piping

Any thoughts about why A656 is not used for Penstock piping? They
prefer A572, which is expensive compared to A656 in N.America.
Penstock pipings are for suppling water, usually they are around 10mm
thick and in various diameters. These pipes are built by SAW welding.
