While Welding the fume will accumalate in the gap between splice & beam.
after some period due to atmospheric temp. variation, it will get pressursied and same will expands, while expanding it will try to come out, so the splice weld area will make a crack due to pressure varition.
 
so if you are make a hole , the fumes will come out on that location,after finishing of all work , finally same to be closed by welding.
