Dear Ashim,
A)Long seam to Branch weld distance should be 6t or 50mm whichever is higher for presser part.
 
B)And Long seam to Branch(attachment) weld distance should be min.2t. for non presser parts like supports.
 
If above condition is not fulfilled than you take affected long seam length+50mm each side RT or UT and Branch weld shall be inspected by appropriate NDT.
 
For category D type fluid you can use MPI or DPI instead of RT/UT for butt weld.
 
So, Branch opening on long seam is acceptable if it comply with above conditions.
