If it is service requirement you can not do welding for pressure to non pressure part also of any thickness.
 
please refer below extarct from ASME SEC VIII DIV 1- UCS 56.
 

The exemptions provided in Table

UCS-56 or Table UCS-56.1 are not permitted when postweld

heat treatment is a service requirement as set forth

in UCS-68, when welding ferritic materials greater than

18

in. (3 mm) thick with the electron beam welding process,

or when welding P-No. 3, P-No. 4, P-Nos. 5A, 5B, and

5C, P-No. 10, and P-No. 15E materials of any thickness

using the inertia and continuous drive friction welding

processes.

As per Code,Welding of pressure part cannot be done after PWHT.

But there is an option is that,you can weld the non pressure part to pressure part with fillet weld and the throat thickness should not exceed 13mm and also you have to do preheat with minimum 95 degree celcius,

If you meet the above criteria on your weld..you dont need to do PWHT again.

Dear all

I have an vessel which is pwht as per service requirement,mention in note not to weld on pressure part after pwht cycle ,but we want cement lining inside the vessel up tp half portion to do this we have to put wire mash for lining to do this we have to weld this mesh with vessel , my  doubt is that is this required pwht ?even this mesh weld will nt be in contact with servic after lining . Vessel mat is kcs with 34mm thk.
