       There is no problem to produce these electrodes. But there is no need to  produce the exact and appropriate elctrode for all cases. Code also says the same thing. the two metals that u have specified is a lower grade but most used in general applications. But we have option to fullfill with the electrode like E308 and E307 so there is no need to go for the same classification. that too the ASME classification also did not mention because the above electrodes satisfies the requirements. U may have a doubt why instead of E308 we can perpare the E 304 , but if u do so it will not be appropriate electrode for 308 materials. i hope u understand, if it is foolish answer let me know. thank u.

Of course E 321 & E 304 electrodes are not available in market.

Is there any metallurgical reason or any manufacturing difficulty?
