What is the type of joint? Shell to nozzle with groove and fillet reinforcement? Nozzle thickness?

Normally, welding of P42 and P1 is made without any PWHT operation.

Just perform the weld with the wires / electrodes you mentioned and get the procedure qualified. No need to butter the P1 side otherwise, you may need to consider PWHT after buttering.
