could you give me the contact details of these mfr.
 
could you describe how to use wetting agent. Should I spill/spray to each pipe ID before hydro test/ directly into the water tank?

Dear Rutvik,

Detergent will lower the surface tension but has a tendency of foaming. Try to get low foaming wetting agent from manufacturers of surfactants viz. Kusa Chemicals Ltd. or Sunshield Chemicals Ltd. Both have offices in Mumbai.
