1. NB-23 is a post construction CODE while PCC-2 is a STANDARD.
2. NB-23 defines administrative and technical requirements needed to inspect, repair or alter pressure retaining parts while PCC-2 only provides technical methods for repair of equipments & piping.
3. NB-23 is not limited to any specific construction code/standard while PCC-2 only covers ASME construction codes/standards
4. NB-23 only deals with permanent nature of repairs while PCC-2 deals with both natures of repairs (temporary + permanent).
