What is specification of 4130.  As per ASTM A 519 there are 4 grades of 4130.  Their yield strengths are for Hot rolled condition is 70 KSI, Stress releived condition is 85 ksi, Annealed condition 55 and Normalised condition 60KSI.  As per YS group of 1104 if YS less than equal to 65 KSI are under group 3.  So the welding between X 65 to 4130 can be used for X 60 to 4130 but not vice versa.    You can use E 8018 G /   ER 80SG / can be used for welding.
