The electrodes you are talking about are as per Russian specs.
However in India, they are also made by MIDHANI,hyderabad for defence applications and you cannot purchase these electrodes from local market / consumable manufacturers.
These electrodes are FIM from MIDHANI for defense projects in India !
In past i have used following electrodes in my defence project: EA981/15, EA400/10Y, etc....
