Normalizing of steels is used mainly to:
  • Balance structure and reduce grain size (as a post–heat treatment method);
  • Improve machinability and impact toughness of steel–casts;
  • Remove macrostructure created by irregular forming and slab;to soften, give uniform microstructure
  • Remove macrostucture created by welding;
  • Equalize quality and impact toughness after hot forming.

So I don't think that it is big issue in normal circumstances.Based on code, others comments expected...
