Dear All,
 
I have a different opinion about heat treatment requirements.
 
Please refer ASME B31.3 Para 331.2.2, where exceptions to the basic requirements (par 331.1/ table 331.1.1) is given.
The designer can specify more less stringent requirement as per service/ design consideration/ condition.
 
This includes heat treatment & hardness for lesser thickness or  higher thickness including none.

Still you need go by your design code and follow whichever is
stringent.
