[MW:6073] HR235 is acceptable in replacement of A36 Material? for ASME SEC VII DIV 1 VESSEL

dear all,
 
please provide me your suggestion for the below issue. one of my friend is facing this problem.
 
The material (HR235) is being used for pressure vessel shell instead of A36. Material (A36) is recommended by the designer and mentioned on the drawings. Now, the question is that Client has stopped the work and ask for the code verification. We have to prove either this material is accepted or rejected for pressure vessel by the code ASME VII Div.1.
In this regard, we conduct the chemical and mechanical testing, results are as follows for your reference. Limits are also defined as per ASME II.

Someone told me that HR235 material is not acceptable for pressure vessel according to the ASME VIII even chemical/mechanical test results are match able with the ASME II.
Is he right?
