AWS D-1.1 is the design basis for  structures both for static loading and dynamic loading. Design with dynamic loading conditions are far more stringent than design  with static loading conditions. For structural design a lot of design issues are left as the responsibility of the design engineer/authority(see the attachment).
 
If impact test is required it shall be specified in the the contract. Under such conditions impact is mandatory for procedure qualification (either as prequalified  or newly qualified procedure).D-1.1 part-D provides a general overview of impact test requirements.
 
It is very difficult to provide one line solution to your  query.However some of the requirements of impact tests are as follows:-
  • Structures exposed to dynamic loading,including the offshore structures-- impact test is required, subject to the the minimum yield stress of steels.Higher the Y.S, more is the requirement for impact test.See Clause C-2.26 for details on impact test requirements for offshore structures.
 
  • Structures generally exposed to static loading --e.g  building, impact requirement is not mandatory, but subject to the building code and requirements for local jurisdictions. For building structure, located in earthquake zones and using high strength steels for design, impact test would be a design design requirement for base metals.
For rest of the structural welds designed to D-1.1, impact test may not be required, however again the local building code, local regulations all would apply.
 
In a nutshell,if the contract does not call for impact test on base metal, then impact test is not required for welding consumables and on procedure qualification.

In Canada the code followed for design of structural steels is CSA-W-47.1. The design basis for this code and AWS D-1.1 have a lot of similarities.
