You have to know the corrosion rate and other degardation factors in order to estimate the design life.
The NBIC code is giving some instructions abou the calculation of the remaining life of pressure equipment which could help

In one of the project , Customer has mentioned in the specifications about the design life as per attached file.

Please guide me how to design a equipment according to this requirements.
