Yes it is weld throat, and shall be as per construction code. Sec IX does not provide this value, it has to specified by designer. New editions of ASME Sec VII div1 (refer UW20) and div2 (refer 4.8.10) for weld size.
If you refer earlier edition of ASME Sec VIII div 2 (article AF334) states min leak path shall be 2/3rd of specified tube wall thickness. This has been removed in new edition/addenda after 2004. This article AF3 has been modified and included in ASME Sec IX as QW193.

It is the minimum depth of the weld where weld will withstand the load. If it is agroove cum fillet weld the distance of weld from botom of groove to top of fillet.
