Dear Sekar,
 
As per API 620 the Fabircation code is ASME sec. IX
 
But you are telling the code of fabrication is AWS D 1.1
 
 
What ever may be code you can use SMAW or FCAW process.
 
You can weld ASTM A 252 Gr 2  to Gr 3 with E 7018 electode ( SMAW )  or E 71T1 or  E70T5 filler wire (FCAW process)
