Hi,
           This requirement is not mandatory and applicable for the below cases
1. For Carbon steel Dia 2" (DN-50) and less the welding(all passess) shall be TIG welding
2. For stainless steel piping without back welding of the internal side, the root pass
shall be carried out by the GTAW process with an inert gas purge which shall be
maintained until completion of the second pass. 





(wherever you can not make sound weld (back chipping/back gouging)on root side it's mandatory to go for GTAW root welding.
