Hi,
 
CTOD is Crack opening Displacement.  It is fracture toughness test.  It determines the rate of crack growh in material.  That means if a crack is intiated in material how fast it grows.  For example if the welding is done on mediam carbon steel with out proper preheat and post heat, if the crack is intiated in HAZ  it will grows fast, where as in properly welded joint it take long time the crack to grow before it actualy fractures.
 
BS 7448 Standard gives details about CTOD test.  For the pipe lines CTOD  length shall be more than 0.1mm.  The if it is less, the defect acceptance criteria shall be more stringent than general acceptance standards.
