Please read ASME Sec VIII Div.1 UG-102.
UG-102(b) states
 
" Dial indicating pressure gages used in testing shall be graduated over a range of about double the intended maximum test pressure, but in no case shall the range be less than 1.5 nor more than 4 times that pressure". 
 
This means that the gage used for testing 3000 psig shall have a range of 0 to 4500psi or 0 to 12000psi. Ideally the gage must have a range 0 to 6000psi

Is good 4000 psi, the pressure test is better that is in minimun 30% and maximun 70% gauge range.

One of the fire water line to be hydrotest in 3000 ksi, with me available gauge is 4000ksi.
 
Is there any documents says we can use this limit gauge for testing or shall be tested only with min 6000ksi gauge only?
