Hi Mr. Daniel, Mr. Kristian is totally right, so it's recommendable use SO flanges up 300# under certain conditions; in instance: kind of fluid and pressure. It´s necessary a piping class for any kind of fluid. For Flanges up 24" , use ASME B16.47 A and B.

Hello,
All flange types from ASME B16.5 may be used for ASME B31.3 piping.
Which means both types that you are mentioning.
 
Normally the type of flange to be used in a given piping system is given by a piping class. The piping class will tell what type of flange to be applied in a given system. In your case the company has obviously no piping class to refer to, and that can also be acceptable.
 
SO-flanges shall normally only be used in non-corrosive services (risk of crevice corrosion) and the pipe-to-flange connection is generally more sensitive to fatique when using SO flanges rather than WN flanges. In the service you are talking about use of SO flanges should be acceptable - and weld neck flanges are definitely acceptable.

Anyone can help me and explain ...how the designer choose ..the type of flanges in site .....plant...slip on flange or neck flange....

i have a diesel piping station and storage ...and part of flange are SO part are Neck flange (b31.3)

what code manage above situation ...
