Hi

You first study ASME SecII Part C which gives specifications for Welding rods, filler metals and electrodes.

Selection of filler wire depends upon various factors like :
Type of base material to be welded i.e chemical composition, mech. properties, etc.
Service conditions
joint geometry
Customer technical specifications
Base material thickness
Welding process to be deployed on job
welding economics
etc..etc..

E71T-1C  is Charpy Impact tested at -20degC E71T-1CJ is Charpy impact tested at -40degC. AWS Classification for FCAW is only a supplementary...
