Hello,
All flange types from ASME B16.5 may be used for ASME B31.3 piping.
Which means both types that you are mentioning.
Normally the type of flange to be used in a given piping system is given by a piping class. The piping class will tell what type of flange to be applied in a given system. In your case the company has obviously no piping class to refer to, and that can also be acceptable.
SO-flanges shall normally only be used in non-corrosive services (risk of crevice corrosion) and the pipe-to-flange connection is generally more sensitive to fatique when using SO flanges rather than WN flanges. In the service you are talking about use of SO flanges should be acceptable - and weld neck flanges are definitely acceptable.
