[MW:5143] flange design criteria

hello,

Anyone can help me and explain ...how the designer choose ..the type of flanges in site .....plant...slip on flange or neck flange....

i have a diesel piping station and storage ...and part of flange are SO part are Neck flange (b31.3)

what code manage above situation ...
