The density of 1 to 1.4 for radiographic film  means underexposure.
For X-ray exposure, the minimum radiographic density is imposed, for example,
 to 1.8 in ASME V, art. 2  and 2.0 in EN 1435.

More details about scanning of X-ray films:

With our scanner, the film has to be slightly overexposed, i.e. optical density between 1.0 and 1.4. The scanner shall illuminate the film from both sides.

We use our old system with traditional developed films. With the help of a ordinaryl cheap flat bed scanner we can make digital copies with acceptable quality.
