[MW:4191] RE: 4188] PWHT in branch connection- thickness = 16.0 mm

your understanding is correct, PWHT is exempted for this thickness, only preheat is required. however your assumption of  tc  is not correct, it is the fillet throat dimension (excluding the groove weld size)
