With  c3 it is bit difficult to get Impact at minus 60 C after PWHT of 620 C for 5 hrs (generally ask 2 Cycles0

Welding in 3 G

You can get with Honavar  or Thysen brand of  8018C1/C3 but with interpass of 150C withPWHt of 600-610max for 2hr

E 7018 C3 L electrode is OK. You will get impact propery with this electrode with out PWHT also.  I have done a procedure with this elcetrode and without impact test at -54 deg. C.
