If your sub-contractor also holding ASME "U" stamp, then they can weld. If they are not ASME "U" stamp holder company, and if your vessel is going to be "U" stamp, then your sub-contractor have to use those WPS/ PQR / and welders / welding operators , qualified under your company. As this is your company's responsibility.

1. Whether, the subcontracctor can tack weld the pipe if he submits the Proper WPS, PQR & Welder qualification records ? or,
 
2. Can we send our welder to his shop for tacking the long seam using our company WPS ? As our 'U' Stamp certification scope allows us to manufacture pressure vessel at field sites controlled by us.
 
 
3. Statement in UW-31(c): 2nd Paragraph
 
" Provided that the work is done under the provisions of U-2(b), it is not necessary that a subcontractor making such tack welds for a vessel or parts manufacturer be a holder of Code Certificate of Authorization. Th requirement of UW-26(d) do not apply to such tack welds."
 
Statement in U-2(b):
 
(1) The manufacturer of any vessel or part to be marked with the code symbol has the responsibility of complying with all of the applicable requirements of this division, through proper certification ( I consider WPS,PQR & Welder qualification records of subcontractor), of assuring that all work done by others also complies.
 
Also, If anybody is having the intrpreatation of above clause of ASME, then please let me know or provide it if possible.
