Yes you need an impact test for A106 gr.B pipe , of 4'' XXS xch... thik. 17.12 mm at MDMT -29 deg.C.

As per ASME 31.3 , chart 323.2.2A and Table 323.2.2A,,  the limiting thickness for MDMT -29 deg C is 12.7 mm for A106 gr. B pipe.

 

It is advisable to use  A333 Gr. 6  material for your situation

Sorry for not mentioning the design pressure.

It is 5000 PSI. Is it required for the A 106 Gr. B material to undergo impact testing at -29 deg.c, if the MDMT is -29 deg.c and the thickness is 17.12mm Thick.
