[MW:4035] Using of proper WPS

Dear all,
 
i am facing problem of using proper WPS. As per WPS max. welding thickness is 19.1 mm. but we want to weld the fabricated Tee having thickness 25mm and the insulation coupling thickness 17mm ( In name plate mentioned weld end thickness 14.1 mm) .
 
 
We have two WPS. one for station piping allowed to weld up to 28 mm ( basic eelctrode 7018) and another one for pipe line welding( cellulosic electrode  Root 6010 & 8010) allowed up to 19.1 mm thickness. The above mentioned joint coming in the station piping and pipeline boundary. due to lack of station welder we decided to use pipeline welders qaulified for cellulosic electrode.
 
Shall we use the cellulosic electrode WPS for to weld the above joint. and is this allowed to back welding with this WPS.

E71T-1C  is Charpy Impact tested at -20degC E71T-1CJ is Charpy impact tested at -40degC. AWS Classification for FCAW is only a supplementary...
