Dear Moorthy,
Vacuum box should be performed before Hydrotest. If water is not available the tank should be tested by applying vacuum to either side of the joints or applying internal air pressure. Owner may require more stringent testing as a supplemental requirement.

As per API 650 it is not required but if there is a requirement from client than you have do the vacuum box after hydrotesting. We are doing the same thing for our halul Project under Qatar Petroleum
