[MW:3428] RE: 3408] prequalified wps

No, not if conformance to AWS D1.1 is required.
 
Section 3, Prequalification of WPSs, paragraph 3.3, Base Metal / Filler Metal Combinations states, in part, "Only base metals and filler metals listed in Table 3.1 may be used in prequalified WPSs.  ( For the qualification of . . . base metals and filler metals not listed in Table 3.1 see 4.1.1.) 
 
There is no provision for "equivalence" of materials - either it is certified by the mill as one of the materials listed in Table 3.1 or it is not.  If not it must be qualified by test (PQR).
