The welding process shall be preferred as SMAW +SAW.
Root with SMAW and then filling and capping with SAW.
Since the Thickness is more then you can go for 3 Degree bevel angle J bevel preparation. You can divide the thickness 3/4th OD and 1/4th for ID double groove.
So the double U type groove will form. Then back gauging up to sound metal and welding after completion of NDT from other side.This will help you to minimize the width of the weld seam. This will results in less welding consumables and heat input for the joint.
