First, ASME Section IX does not proscribe, instruct, or offer suggestions on filler metals to be used. Section IX assumes that the necessary engineering judgement has been applied to select the base metals and filler metals and that either engineering judgment or other construction Code sections have determined certain esential variables such as minimum preheat, PWHT, etc. Section IX simply sets minimum standards for how the procedure (and, subsequently, how the weldor) will be qualiifed using the materials and conditions selected.
A sort of general rule of thumb is that carbon steel to austenitic stainless steel dissimilar metal welds will be made with 309 or 309L chemistry consumables if the operating temperature is low, <500 or 600F (260 or 315C) or an nickel based filler metal, such as ENICrF3-3 or ERNiCr-3 if the operating temperature is higher.
Filler metal selection may be different based on environmental considerations and specific austenitic alloy employed.
