I work in a nuclear power plant in Canada. As soon as we enter into the plant, we are supposed to wear hard hats, given that there are overhead cranes in the plant plus there are multilevels (storeys) in the plant. Hence, material handling as well as overhead work makes wearing hard hats compulsory.
Previously I worked in a fabrication shop in Canada where there was an overhead crane of 25 tonnes. Hard hat was not compulsory.
Before that I worked in a machine shop in Canada where overhead jib cranes of upto 1 tonne was used all over the place. Hard hats were never the norm.
In India, I used to visit a lot of process houses. Hard hats were never compulsory though there was overhead crane.
I worked with the TATA Chem fab shop which is sizeable and had 100 tonne overhead cranes with a lot of material handling 24/7. Hard hat was not at all compulsory. However in the Chemicals plant where cement, soda ash, salt or even at the captive powerhouse, wearing hard hats was compulsory.
In a nutshell, in my 17 years of engineering experience, hard hat and safety shoes must be made compulsory in kind of metal manufacturing or fabrication shop with overhead cranes or material handling.
