[MW:2687] Blind after valves in hydro test

Dear all,
We have hydrotest of 14'' pipe line. As per our test package limit is
showing after the butterfly valve that means we have to use blind
after the butterfly valve. But some of my colligue told me that we can
not use blind directly attached to valve. For this I checked in B31.3
also but i didnt find any reference which can help me.
Can anybody of you please help me to find any references for doing
hydrotest in such condition.
