In addition, Type 304L has lower strength in comparion to Type 304. However, Type 304L is more suitable for welding to avoid chromium carbide precipitation...

In this "L" indicates the difference in carbon contains.SS 304L
contains less carbon than SS 304.

Hi,  You are correct, Minimum refers to the one cycle for which this part will expose until final work shop PWHT. hence mill test certificate shall include this.  Max. SPWHT, refers to additional cycles of heat treatment that are reserved for future repairs during equipment lifetime.  Again, these simulated no.
